PROJECT: Warren Public Safety Building

Bids will be received by the Owner for a General Contract to furnish and install all materials, labor and
equipment, necessary for the renovation and addition to the public service building known as Warren
Public Safety Building located in Warrenton, Georgia. Bids will be received by the owner, John
Graham at the office of the Architect by 4:00 p.m. EDT on Thursday, November 16th, 2023.
 
There will be a preconstruction conference on Wednesday, November 1st, 2023 at the project site,
at 11:00 a.m.. The owner and the architect will be available to answer questions. This meeting is not
mandatory, but we encourage all bidders to attend.
 
Bids will be received electronically (email). Any bid received after 4:00 P.M. on bid opening date will
not be considered by the Owner or Architect. Bids will be evaluated and the project award is
anticipated upon completion of this evaluation.
 
BASE BID: Materials, labor, tools, equipment and all other miscellaneous and/or necessary
items for the renovation and addition to the public service building known as Warren
Public Safety Building located in Warrenton, Georgia. Including all site work,
landscaping, paving, utilities and building. Items marked “NIC” are not included in
the project scope. Items marked “OPCI” are provided by the Owner and installed by
the Contractor.
 
ALTERNATES: Add Alternate No. 1: Replace all existing 2x4 fluorescent light fixtures to new 2x4 LED
light fixtures per Electrical Drawings.
 
The required time of completion is 180 consecutive calendar days from the date of the written Notice
to Proceed. Copies of Bidding Documents may be obtained from the office of Hill Design Associates
Architects, Inc. 101 East 2nd Avenue, Suite 350, Rome Georgia 30161.
 
Contract will be awarded on a lump sum agreement to the most responsive BIDDER presenting the lowest
acceptable Bid, based on the Base Bid plus any combination of Alternates (if appropriate) acceptable to
Owner.

OWNER reserves the rights to waive any informalities or to reject any or all Bids, to evaluate Bids, and to
accept any Bid which in its opinion may be in the best interest of OWNER. No Bid will be rejected without
just cause.

No BIDDER may withdraw his bid within the time limit specified.

Request for Qualifications

Warren County is seeking an architectural firm or individual architect to provide architectural and design services for its State Economic and Infrastructure Development (SEID) Grant. The award of the architectural contract for this project is contingent upon the grant being funded by the South Crescent Regional Commission. Responding firms should be technically qualified and licensed to provide the design and inspection services for local state and federally funded projects including engineering services and programs.

Responding firms should be technically qualified and licensed to provide design and inspection services for local, state and federally funded projects. Procedures for selection of an individual/firm will be in accordance with the RFQ package and local procurement requirements, as well as the requirements of Procurement Standards in Title 2 C.F.R. §§ 200.317 – 200.327, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, and applicable subparts.

The County reserves the right to request additional information from any consultant submitting under this RFQ if the County deems such information necessary to further evaluate the consultant’s qualifications. The County reserves the right to interview any consultant submitting under this RFQ. The County reserves the right to waive informalities and minor irregularities in submittals and reserves the sole right to determine what constitutes informalities or minor irregularities. Consultants shall be responsible for all costs associated with consultant’s submittal.

The County reserves the right, in its sole discretion, to reject all submissions, reissue a subsequent RFQ, terminate, restructure or amend this procurement process at any time. Evaluation criteria contained herein shall be used in evaluating qualifications. The County may contact any consultant after receiving its submittal to seek clarification of any portion thereof. The County reserves the right to request additional information from any consultant if the County deems such information necessary to further evaluate the consultant’s qualifications. In the event the County elects to negotiate a contract with a selected consultant, the County reserves the right to negotiate such terms and conditions of the contract, including, but not limited to scope, role, price, and staffing which may be in the best interests of the County.

All qualifications will be evaluated in terms of project approach, timing, experience, quality of work, and capacity of performance. Past performances on local government construction projects will be assessed in terms of timeliness, completing work within budget, and quality of work.
